Understanding SEA 270

Senate Enrolled Act No. 270 directs the Indiana Department of Local Government Finance (DLGF) to evaluate every township in Indiana (excluding Marion County) against 10 criteria. Townships that accumulate four or more points on the scorecard are designated for mandatory merger or reorganization.

Designated townships face two tracks: merger with another township under IC 36-6-1.7, or reorganization under IC 36-1.5-4.1. The track depends on whether at least 80% of the township's boundaries coincide with a municipality and at least 51% of its population resides within that municipality. Townships meeting this threshold follow Track 2 (reorganization with the municipality). All others follow Track 1 (merger with a neighboring township).

The timeline is fixed. DLGF publishes its official list on December 31, 2026. Designated townships have until March 31, 2027 to petition for reconsideration. DLGF issues final determinations by June 30, 2027. Merger or reorganization must be completed by January 1, 2029.
